Visa Joins the Ukraine Recovery Conference in Gdańsk

KYIV, July 10, 2026 — Visa, a global leader in digital payments, participated in the Ukraine Recovery Conference 2026, held in Gdańsk, Poland, on June 25–26, 2026. The conference is a key international platform that brings together governments, international organizations, financial institutions, businesses, and civil society to coordinate efforts aimed at Ukraine's recovery, strengthen international support, and mobilize investment for the country's long-term reconstruction.

The conference brought together heads of state and government, representatives of national parliaments, international organizations and financial institutions, business leaders, as well as representatives of local governments and civil society.

This year's conference focused on the recovery of the sectors most affected by the war, including energy, critical infrastructure, and logistics. At the same time, particular emphasis was placed on business development and human capital — areas that Visa has consistently supported in Ukraine. The country's recovery will require continued investment in the digital economy and entrepreneurship, as well as expanded opportunities for employment and professional development for Ukrainians.

As part of the Ukraine Recovery Conference 2026, Tetiana Chorna, Vice President and Country Manager for Visa in Ukraine, met with Oleksandr Tsybort, Deputy Minister of Economy, Environment and Agriculture of Ukraine for Digital Development, Digital Transformation and Digitalization. During the meeting, the parties discussed opportunities for further cooperation in the digitalization of public services, the development of the cashless economy, and the recovery of Ukraine's labor market.

Visa's partnership with the Ministry of Economy of Ukraine is strategic in nature. In 2024, Visa became an operational partner of the “National Cashback” program and signed a Memorandum of Cooperation with the Ministry to support the digitalization of small and medium-sized enterprises, strengthen the infrastructure supporting the “Made in Ukraine” initiative, and encourage the consumption of Ukrainian-made products.

In 2026, the partnership between Visa and the Ministry entered a new phase. Visa supported the launch of Obriy, a digital labor market ecosystem designed to help address workforce shortages and facilitate the return of economically inactive Ukrainians to employment. As the project's infrastructure partner, Visa is helping build a modern cashless employment ecosystem while supporting unemployment benefit disbursements and grant programs.

The next milestone in the partnership came on June 18, 2026, with the signing of a Memorandum of Cooperation to advance the digitalization of small and medium-sized enterprises (SMEs), foster e-commerce, and expand cashless payments. The partnership aims to enhance the competitiveness of Ukrainian businesses, reduce the shadow economy, facilitate the exchange of international expertise, and deliver joint educational, communications, and business acceleration programs for entrepreneurs.

“Since the start of the full-scale invasion, Visa has remained committed to supporting Ukraine, its people, businesses, and public institutions while helping ensure the resilience of the country's financial system. We also remain a trusted partner in Ukraine's recovery, guided by our belief that the strongest and most resilient economies are those where every individual has the opportunity to reach their full potential. It is an honor for us to participate in the Ukraine Recovery Conference, which brings together Ukraine's partners around a shared goal of supporting the country's recovery. We highly value our partnership with the Ministry of Economy and remain committed to delivering innovative solutions that contribute to economic growth and create new opportunities for Ukrainians,” said Tetiana Chorna, Vice President and Country Manager for Visa in Ukraine.

“One of the key challenges facing Ukraine's economy is helping people return to active employment. That is why Visa's role as the infrastructure partner of the Obriy digital labor market ecosystem, as well as its support in implementing modern cashless solutions for benefit disbursements and grant programs, is particularly important to us. The Memorandum of Cooperation on the digitalization of small and medium-sized enterprises marks the next logical step in our partnership, creating new opportunities for thousands of Ukrainian entrepreneurs,” said Oleksandr Tsybort, Deputy Minister of Economy, Environment and Agriculture of Ukraine for Digital Development, Digital Transformation and Digitalization.
